Is your iPhone on a managed account? Please follow the steps in the support article I linked to and force restart your iPhone.
You should be able to delete it from the Home Screen and then add it back via the App Library, correct? I would try that.
Delete the app, do a forced restart and then download a fresh copy from the Apple App Store.
