That is possible. But instead to save you the trouble of going to an Apple Store, you can just follow this article below ⇢

Note that if the OP was synchronizing data to iCloud, recovery of that data would involve reconnecting to iCloud and giving the phone enough time to synchronize.
E.g., if iCloud Photos was turned on, photos and videos would not be in iCloud backups, but in a separate holding area in iCloud. Any which made it to iCloud could be viewed by logging into https://www.icloud.com/ . That could be done even now, while the phone is still locked.
Before the OP asks, if they were not doing (a) automatic iCloud backups and/or (b) iCloud synchronization on the locked phone, it is too late to save existing data by turning them on now. Enabling those features has to be done on the device itself – and if the OP is locked out, the next opportunity to enable those features will be AFTER the erasure of the phone and the data stored on it.
In other words, the Apple Store will not be able to "open" the phone for you.

Yes, if that is what you would like to do. Be sure to bring your proof of purchase receipt.

Resetting the phone … which it sounds like you’ve already done … ERASED everything which might have been on the phone.
If you did not erase it during your attempted reset, the Apple Store certainly WILL.
It is the ONLY way to gain access to an iPhone w/o a knowing it’s passcode.

How are you locked out?
Some examples:

Did you forget your passcode ?
Is the phone Activation Locked ?
Is it Carrier Locked ?
The original poster forgot their passcode. They stated it before the thread was renamed.
i don't have a backup of all the photos
Unfortunately, with no backup you have nothing to restore.
Painful lesson. Set up your iPhone to back up to iCloud daily and automatically, so you can avoid another future disaster.

If you were using iCloud Photos, you may still be in luck.
If you were not – then unfortunately, you have learned a very painful lesson about the need to back up any data that you care about.

I second that advice – but with regards to photos and videos, specifically, I would advise using iCloud Photos.
The way Apple has set up the system, if you have iCloud Photos enabled, photos and videos aren't included in regular iCloud backups. That's presumably because they already in a separate area in iCloud. One of the big advantages of using iCloud Photos is that if something happens to your phone, you can log into iCloud on the Web, and see and download individual photos right away. If iCloud Photos is disabled – and you are including photos and videos in iCloud backups – then you must restore the whole backup to see what is in it.
The worst case is if you are not using iCloud Photos and also are
There was another thread, many months or years ago, where the OP
When disaster struck, he wanted to know how to get back his photos. It was, of course, too late for that then.
Re: “… I would advise using iCloud Photos …”
+1 (for all the same reasons mentioned)
Plus … getting the images seamlessly on my Mac in fairly short order is an additional “plus” for my own workflows.
