i am trying to change my location from iPhone to ipad. Im aware that you can do settings>me>find my or find my >me>change location . But i just dont see the option to do that and yes my ipad is fully updated to the latest .

On your iPad:
Settings -> AppleID [Name] -> FindMy -> Use This iPad as My Location
If you ever want to shift back to your phone, simply follow the same steps from your phone.

Open the Find My App on your iPad - then select the Me tab...
Finally, select Use this iPad as My Location
Are both you iPad and iPhone signed-in with the same AppleID ???
And what happens if you click the > to the right of “On” ?

That said, I’m beginning to think that OP may have ScreenTime or MDM restrictions in-place.
No parents, schools, or employers ???
What iPadOS version are you running ???

yes my iPad’s location services is on but its switched off for certain apps
