Time in daylight feature is not being recorded on Apple Watch

Time in daylight feature is not being recorded and my watch does not show up as a source in the health app for it, even if I use a 3rd party app. Watch and Phone are updated to the newest versions, had this issue with a series 9 and upgraded to an ultra 2 and still have the same issue, at this point I believe that it is a issue with my Health app and not to watch itself, has anybody found a solution to this?
