to maybe answer the original question if you have a Mac you can see the backups under (steps for Mac OS 15.1)

System Settings > Apple Account > iCloud > Manage Storage > Backups

this will show the date and sizes for latest iCloud backups from your devices

From what I’m hearing, it sounds like you forgot your iPhone passcode, and you want to reset it then load from an iCloud backup.

When you set up the iPhone again, you will see if you have a iCloud Backup or not. Without an iCloud Backup, you will have no other option but to erase the device.
