No markup bar in iPad Notes app?

Has Apple removed the ability to draw and write in the Notes app?

Two different iPad Pros with iOS 18.2 - there is no option to write or draw directly with Apple Pencil in the notes app. No markup bar icon appears (and no camera icon appears either). If I turn on the ‘Scribble’ setting, I can write in the notes area but it gets converted to text. If I turn off the Scribble setting, there is no response to the Pencil.

Latest iOS, restarted. Still no ability to mark up. This used to work in the past. Why not now?

Can’t find any setting that controls this and all the similar questions in the community have very unhelpful answers that assume this feature just works.

i am having this problem on two different iPads so seems to be an iOS issue?

Ok I solved it myself after much investigation - if you have any other Notes providers in your Notes account settings, (I had Google and outlook), these options do not show up. To get the markup and camera options to show up, I had to turn off ‘Notes’ sync from all the other accounts and only use iCloud by default. THIS IS NOT DOCUMENTED ANYWHERE from what I can tell.
