How to stop sharing my data with everyone possible

I have had a lot of issues with keeping my iPhone secure and I don’t understand how these individuals keep getting into every single device that I’ve had in the past 2 years 3 months and 24 days. 16 New iPhones and 12-14 new android devices but how do they keep getting into my devices??

So hypothetically, if someone(s) had my SSN#, DL#, cellular account information, I just purchased a cheap new iPhone SE pre-paid. I have a screen recording of when I put my phone restrictions on some things and not others, but when I turn on Share Across Devices in Screen Time it is allowing someone or maybe I have something enabled/ disabled that I am not aware. But after buying the iPhone, instead of making a new Apple Account, I signed in with my new SE and then signed in on Safari to remove my old cellular number and I replaced it with my current one! It’s like the hacker(s) follow me regardless if I buy a new iPhone, with a completely new Apple Account, new Apple Password and Apple iPhone Passcode. Now I am not sure if I have my security MFA Yubikey set-up correctly? Any suggestions ?
