Why are my kids' iPads stuck on the setup screen?

Both iPads we bought for our daughters are frozen after the setup screen. It prompts us to sign in to our account to create a kid's Apple ID, and once we type in our info, it pops up "verification failed." We have tried updating the iPads, changing our passwords, literally everything. Is anyone else having trouble with this?
