I have iPhone 15 pro max 18.1. Since the update my photo library is set up completely different (don’t like it at all). I can’t find my utilities anywhere. I’ve looked everywhere including in settings. I want to delete my duplicate photos that I know I have. Please help. Thank you

The Duplicates list is in Utilities which, by default, is located at the bottom of all the sections:
You can swipe to find other choices in Utilities, or you can tap "Utilities" to see a whole list of the choices. If Photos hasn't found any Duplicates, yet (it takes a long time to scan them all,) then there won't be a Duplicates view.
I say, "by default,"above, because this might have been changed. The Customize & Reorder menu
allows you to move the sections around to a new order, and you can even hide a section by un-checking it. Perhaps your Utilities section has been unchecked?
