I accidentally deleted my App Store and when ever I find that I’m close and I click on something I get this “ Safari cannot open the page because the address is invalid.” I looked up what to do and it’s saying something about restart your phone, I don’t wanna restart my phone.

It is impossible to delete the app from your whole phone. Safari will be no help in getting the App Store. There are a couple or reasons why it may be hidden:

Restarting your phone has no affect on your data. All is does is like literally turning it off and back on again. A Force Restart helps to reset things and get them working again. See the instructions for a Force Restart here. Force restart iPhone - Apple Support Deleting your copy of the App Store would have no affect on the operation of Safari.
Also, to get the App Store back on your device, swipe your Home Screens all the way to the left until you get to the App Library. Find the App Store there, press and hold the icon and drag it back to a Home Screen.
