$75 reward becomes not eligible for purchasing iphone 15

I made an iphone 15 order on Dec 1st, because it has this $75 reward promotion during that period as the attached photo. I was also confirmed in an online Chat with an apple rep that my order was eligible for the $75 bonus via a gift card a few days later after my order. But now I was told by Apple rep that because my iphone 75 was activated by my carrier, so it is not eligible for the reward. WTH! Choosing a carrier is a required step during the purchase!

In fact it did, which was quite specific about what qualified and what didn't qualify.

In the link about the holiday promotion which was offered was the following:

You needed to purchase an unlocked iPhone and pick the carrier later. Your price was discounted an additional $30 because you purchased an iPhone already setup for the carrier.
