Move Audible books to iCloud - free storage on iPhone

I need an Audible Library in iCloud to store finished Audible books.

What are the steps to 1. Set up a Library File in iCloud, 2. The steps to transfer Audible Books in iPhone storage to a Library File in iCloud Storage.

How can I upload local music from my iPhone to iCloud without Apple Music? I do not have an Apple Music subscription. However, I do have an iCloud one. I want to sync my music on my iphone with iCloud, but there is no Sync to Library available in settings and I cannot figure out how to access and transfer the 22GB of music files. These are all files I transfrred via my Mac, but my external drive died. So the only way I can access my music is via the files I transffered onto my iphone.
