A new icon has shown up on my ipad screen near Wi-Fi, and battery indicator,.
It is blue with a white circle inside round arrows.
Can anyone tell me what it is ?

Yours is one of many reports seen in recent days. This new icon appears to be undocumented by Apple at this time.
My own extensive testing has demonstrated this icon to indicate that a download to the iPad is occurring (you'll note from my screenshot that a download from a website is partially complete). When switching away from Safari to use another App, allowing the Safari to complete the download as background task, the new status icon will persist in view until the background download is completed.
Apple's documentation is often slow to catch-up with new features. Here is another status icon - that appears briefly when connecting some USB-C hubs - that Apple have yet to add to their documentation:
This annoying symbol occurred this morning and no matter what I did persisted while I was trying to download three pdfs. It stopped the download on my iPad. However I downloaded the same pdfs on my iPhone with no problem and no symbol. Is this an Apple bug?
So many people blowing smoke. That’s the usual. The idea of syncing or downloading is immediately disproved by going to airplane mode and seeing it not disappear. Here it is JUNE, and still no answer. This is totally out of hand.
Look at the original screen shot, it even shows even shows an active download while also showing the concerning icon. Please get better at life.
what does this blue one mean? Suddenly I’m seeing this. Also my iPad is refusing to charge.
Thank. Yes it us brief but the iPad does not want to charge so I wondered if it meant something else.
I should also add, I have since updated my iPhone in case it was ‘trying to sync’. No change, still just pulsing away and freaking me out.
How do I cancel the download?
Any reply yet from Apple?

I have new blue square with white in centre next to my % charged top right ipad
If you go to Safari, you'll see the download arrow at the top right. Click on it and you will see that status of the download. You can delete it if desired and then clear it, the symbol will go away.
That indicates that it's syncing, most likely with a computer.
