Apple Id verificiation error when signing into new iPad

I just got my iPad Air 5th generation and am having issues signing into my AppleID. I have tried different networks. On my work network, an error saying "Verification Failed. Your identity couldn't be verified. Check your network connection and try again." shows up. I assume its because of the work network. So I switch to my phone hotspot, and an error pops up with "Verification Failed. An unknown error occurred." I should mention that I am updated to the most recent IOS. Please help.
