I have two phones with separate phone numbers, but same AppleID. Worked well until I lost one phone. I got a new one, kept phone number, and used most recent iCloud backup to add all info to new phone with the old number. Now too much synchronization happening between phones, for example both ringing at same time and one number receiving texts from other number. Would creating a new AppleID solve these problems?

You can turn off the other device under Settings ➡️ Apps ➡️ Phone ➡️ Calls on other devices, and Settings ➡️ Apps ➡️ Messages ➡️ Text Message Forwarding on each phone.
This will not prevent Facetime Calls and iMessages from reaching both devices, but will stop cellular calls and SMS messages though.
You are likely encountering a feature known as continuity.
There are some settings there, but not enough to, for instance, share an Apple Account among two or more people.
If you want separate voicemail, separate calls, etc, yes, separate Apple Accounts.
Phone service and text messages should only arrive at both if they are using the same number. iMessages over Apple's services will arrive at both if both are signed into the same Apple Account. Using a separate account for the other phone is one way of handling this, but it depends upon if you want that degree of separation. Otherwise you can might be able to configure things so that the phones are more independent while using the same Apple Account. It might be more complicated, though.
