Change Apple ID on a device
I am giving my mini to someone. How do I create a new Apple ID account on the device?

Are you asking for an additional account, or brand new? If brand new account, first do a factory reset on the device to remove your info. After that's done, have the new user sign in with their Apple ID, or have them create a new account under their name if they don't already have one.
If you want an additional account on the device without removing yours, go to the App Store > tap My Account > Create new account.
