How to Find or Reset PIN for iCloud Password?

I am trying to set up iCloud Password on my PC. I get to a point where it asks me for my PIN. I do remember my password for my Apple Account. I do remember my code that I enter on my screen when starting up my iPhone or iPad. I have tried those as my PIN, but they do not work. I may have forgotten or don't recall setting up a PIN for iCloud. Where do I get the PIN or how do I reset it? I find it vague with that error message in the popup saying, "You can reset your PIN by going to Settings > Accounts > Sign-in options". I tried that on my iPad (iPadOS 18.2), but I don't see any "Sign-in" option. I do see "Sign-In & Security", but after I click on that, there is no mention about any "PIN" there.
