How can I add family members to account if I don't have an ipad or iphone?
I cannot find any instructions on how to add family to my account using windows or an android phone.

See Set up Family Sharing - Apple Support. It states fairly clearly that you need an iPhone, iPad, or Mac, to create a Family Sharing group.
One adult in the family – the family organiser – can set up Family Sharing for the group from their iPhone, iPad or Mac. If purchase sharing is turned on, the family organiser will pay for family members' purchases and must have a valid payment method on file.
