My mom got me an Apple Watch 3rd edition from someone on Facebook marketplace for me for Christmas. Because the watch has been reset she thought it was deactivated from the previous account. I keep trying to connect it but it keeps saying locked to owner. She’s made attempts to contact the person but the ad was taken down and she’s been blocked by the people so she can’t send messages

The watch is either a found lost watch or likely stolen.
You will never be able to use the watch. Only the original owner can remove the Activation Lock which prevents others from using lost or stolen Apple devices.
Recycle the watch, it's useless to you.
