I can't downgrade my iCloud

Hi,

Hoping I can get some assistance.

Current situation:

I currently pay $2.99 a month for iCloud storage. My iCloud account is t**********7@icloud.com

Desired situation:

I want to cancel this and downgrade to the free iCloud account. To clarify I no longer wish to pay anything.

What I've tried:

I realize it's in Apple's interest to make the downgrading process as difficult as possible but it's becoming frustrating now...

• I have attempted to do this on my iPhone however when I select downgrade the loading logo just spins and spins and spins. I've had it spinning for 4+ hours and nothing happens.
• I have attempted to do this on my laptop using the instructions found on Apple's site (Downgrade or cancel your iCloud+ plan – Apple Support (UK) However the options it tells me to follow don't exist for me. When I get to the account page I only see this:

I do not see any "downgrade" options, only "upgrade". The only mention of downgrade is the link at the bottom which takes me to the same set of instructions I can't follow.

Please could someone help me out?
