After updating to 11.2. My new watch battery won’t charge on a 3nd party charger. Keeps disconnecting so keeps making the ping. I was told by apple it’s the battery. It’s a new battery and different watch. And is still doing it after reloading on my phone.

If the third-party charger is failing with both a new battery and a different watch, I'd suggest trying a different charger.

Apple are entitled and expected to improve their software. Third parties are expected to accommodate the change. Take the charger back. End of.
This is a common problem with 3rd party watch chargers... Not much you can do about it other than use the original charger.

I would still try another charger. That it worked before is no guarantee that it hasn't failed or was only marginally compatible.
Who replaced the battery in the Watch (or exchanged the Watch)? Did you go through Apple?

if you are from Peterborough UK you have consumer rights to expect the charger to be fit for purpose or a refund. (Unless it was from Amazon which is not a UK company and flouts the 2015 law)
