cannot select videos in the open dialog box of other apps
When I go to open files in any video editing application it won't allow me to select anything from the Photo Library. As you can see the photo library is disabled.

That's not the way to pull something out of the Photos library in an Open dialog. Scroll farther down the left sidebar past the iCloud section to the Media section at the bottom, then click on Photos within the Media section. That will open up a browser within your System Photo Library.
Alternatively, start within Photos, locate the item of interest, export it to a Finder folder, then import it from there into the other app.
There is a special "edit with" path for round-trip editing of photos from within the Photos library to an external editor and back into the Photos library, but I don't know whether it works well with videos.
