What happens, when you try to edit a video? Is there any error message? What is the source of the video?

If your videos are older videos, imported on macOS 10.14 Mojave or earlier, some of the very old videos may no longer be compatible with Photos on the newer system versions since macOS 10.15 Catalina. The more recent system version do no longer include the old iLife frameworks that are required for some older video codecs.

This list for iMovie can give you an idea which videos may need converting to a more compatible format on macOS 10.15 Catalina or later: About legacy media in iMovie for macOS - Apple Support
