Storage issue on iPad.
Rec notice that I did not have enough storage to update to iOS 18.
ipad storage shows 27 GB used of initial 32.
so I pursed 50 GB from iCloud but iPad storage is not using any of the extra 50 GB from iCloud.

iCloud and device Storage are different things. You cannot use iCloud storage to install updates.
You need to delete content from the iPad to make room for the update.
