My iPhone says storage is full and it cannot be updated
When I check icloud storage it says i have 200GB and I used 5GB but then when I try to update my phone it says storage full.

Updates and iPhone Storage:
Updates cannot increase the iPhone Storage. In fact, it decreases the available storage, as it has its own amount of storage space.
Upgrades and iPhone Storage:
Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support

Getting an iPhone to Update:
By those words and your iPhone model(iPhone 12) this is nothing of an Incompatibility issue —you just don’t have the internal storage to download and install it the update —period. So, clear the space, as I mentioned in my first reply.
A. An Update is a File of its Own:
You need enough free storage available to download and install the update —it is a file of its own.
B. Have 40% Free Internal Storage:
I recommend having at least 40% free internal storage. So, to discover how much storage should be used at max, reveal the maximum internal storage capacity (Go to: Settings > General > iPhone Storage) and multiply it by 0.6. With only this much being used at max, you'll have enough storage space for device safety (i.e. avoiding overheating) and device security (i.e. downloading files to).
