iPhone storage issue with iCloud photo backup

I need more memory on my phone, so I bought more iCloud storage, but I'm seeing on blogs that if I delete my photos from my phone, they will also be deleted from iCloud, so it seems like there is no hope if I want to keep my photos. Do you have any ideas? Also for some reason my photos are not all backing up onto i cloud, why would that be? Thank you
