Locked Notes with Forgotten Password
I have tried everything to get my notes unlocked these notes are very important (that’s why they’re locked) and I’ve pressed change password use Face ID and use phone password I also reset it

See this. How to lock or unlock notes on your iPhone or iPad - Apple Support. If you forgot the password to your locked notes, you will not be able to access them. Apple cannot help you. Even if you change the password to future notes, it does not allow you to get into old locked notes. It is all explained in the link I provided.
