This happens only with 2 people from the same family. It has to be on their side because I do not have this problem with anyone else. Could you please tell me how to fix this and I will forward the info to them?

Perhaps there's un-diagnosed condition; requires
an official 'Apple Support' look-see, to find more?
.IF it's medical, then they visit health professional.
Probably something in iPhone settings; but where
it may originate from their end - might be in Server.
..Hadn't heard of this, & believe it's a rarity at best.
Something may need shut down & turned back on.
Maybe some other volunteer-contributor knows?
