Do you mean to say that you purchased a used iPad but it is still activation locked? If it were me, I would return it to the retailer or seller for a refund. If they will not cooperate, I'm afraid you will not be able to use that iPad. For future purchases, you may find this article helpful, especially the part on Pre-Purchase checklist.
