If you're referring to an email provider other than Apple, then you'll need to contact that provider for assistance.

Do not reply to the scammers, give them any additional personal information, or send them money. Change passwords to any bank or other financial accounts immediately, and if you're in a country where it's possible, put a freeze on your identity through your country's credit bureaus.

Do you mean to say that you purchased a used iPad but it is still activation locked? If it were me, I would return it to the retailer or seller for a refund.
