i swear it wasn’t like this before, you weren’t able to download any apps but you could still update the ones you had, but now i can’t update them when i already have them? do i need my card to update an app??? can someone tell me why this is, this is very frustrating especially when apple takes random amounts from my card and some apps are unusable until i update them

You are mistaken. You need a functioning payment method for your account. Even to download free apps, to re-download or to update apps.
