MacBook stuck in restart loop after migration

I got this new MacBook Air as a gift not sure of the model/year(its pretty recent I’m assuming because of the Touch ID feature) or M type but I have a MacBook Pro(also not sure of the model/year but it’s pretty old I’m assuming by its layout)that I was trying to transfer the data from and after the migration was complete it showed that it needed to restart to finalize the migration process which it did but continued to restart over and over every thirty seconds within the course of four hours now.

I tried to do the safe reboot but the option for it won’t show

I tried the Control + Option + Shift for a different restart but that also failed

I tried Option + Command + P + R which also failed and at this point I’m at a loss because it’s brand spanking new and is already giving problems
