There is no settlement for Siri. There is a settlement proposal, but it has not been approved, nor has Apple agreed with the assertion in the case. As such, there is no settlement claim form to find or sign.
Hey fellow volunteers, we really should stop responding to these posts. We are being played by actors who just want to see us respond. They’re laughing at us you know.
Where can I get the claim form ??

And you don't live in the US you're NEVER going to get one when one is available - SOMEDAY.
To be eligible when it comes out,
You must;
1. Live in the United States
2. Be able to prove Siri was indeed spying on you.

And don't think you will be coming into much money, even when you can make a claim. I think if you get $20, you'll be lucky. Plus to qualify for the settlement, individuals must be U.S. residents who owned or used Siri-enabled devices during the specified period and experienced unintended Siri activations during private conversations.
And from what I just read, claims can't be started until February 2025, so there is nothing to do at this time.
