iOS 18.2 and watchOS 11.2 shortcuts issue for Apple Watch face automation

With iOS 18, when creating a Shortcut the Watch app no longer appears as an automatable app in the list, even though searching for (e.g.) "set" shows a few actions with the Watch app's icon.

What's going on here? I want to create a shortcut that will change my watch face at night, and then again when I'm out of bed. There are YT videos showing how to do this for iOS 17 but Shortcuts seems to have changed.

I'm running iOS 18.2 and WatchOS 11.2.
