It’s unlikely that any clean up applications will help rectify that issue, also clean up apps are usually useless and considered “snake oil.” Please follow the link Katana-San provided to force reset your iPhone. Please post back if needed.

The purpose of all 3rd party iOS management apps, whether “cleanup”, defragment, speed up, or virus protection have only one purpose - to enrich the developer of the app. They are all worthless, and will usually slow it down and make it unstable.

That is not needed on your iPhone. Perhaps you can tell us what you are trying to accomplish so we can assist you.
