Why won't iphone 4 photos back up to the icloud?

The iPhone 4 is too old and obsolete to support iCloud. The iPhone 4 cannot update past iOS 7, and even the most basic iCloud features require at least iOS 10.

You will need to transfer photos off the phone using a connection to a Mac or PC.
