Why are my Apple Watch apps not downloading?

I have an Apple Watch SE and I can’t get apps to download. Steps I’ve already taken…

updated watch software
updated iPhone software
checked storage space
tried downloading app directly on watch
tried downloading app on watch app on iPhone

one of the apps is a paid subscription & up to date. For that app, I get an error message about previous payment. I’ve confirmed that it’s up to date.

any ideas welcome here before I make an appointment at the Genius Bar. Thank you!!

Did you make sure that there is enough balance in your Apple Account? An unpaid bill can keep you from downloading apps.

You can add money to your Apple Account by redeeming Apple Gift Cards, for example, which should be used automatically to pay the subscription or any other bill from Apple.
