Unable to access my passwords on iPad 8 to sign in

If you mean that you're trying to get into your iPad past the lock screen, that uses a passcode that you would have set when you first set up your iPad (unless you've changed it since). If you're forgotten that passcode, see:

Again, we need more details. Just saying "can't get to some things" and "passwords won't come up" doesn't give me, at least, any idea what is happening. What exactly are you trying to accomplish? In what app or service are you trying to use these passwords, where are these passwords stored, and what exactly is going wrong?
