Syncing photos from iCloud

Cleaning up my 46,000+ photos. Turned off iCloud syncing on all devices. Deleted all photos in iCloud, including "recently deleted" folder. Looked like everything was gone. Then cleaned up all the photos on my Mac. Everything looked great. Then turned on sync with iCloud on my Mac thinking my nice new photos library would sync nicely to iCloud. Well, my 46, 756 photos are nicely on iCloud, BUT, now when in synced to Mac my library has over 79,000 and growing. It says "restoring from iCloud."

What did I do wrong and how do I fix it? Help!
