How do I export contacts from iCloud to Excel or csv file?
I can download to a .vcf but I want to download to a .csv file.

If the iCloud contacts are synced with your Mac, rather than using iCloud you can do the following. Open both the Contacts app on your Mac and a blank Numbers spreadsheet. Then select the contacts and drag them to the spreadsheet. You can then use the Numbers File menu Export to command to export to an Excel or civ file.
