Force syncing iCloud photos to iPhone

I edit videos on my Mac, they sync to iCloud just fine, but no sync from iCloud to my iPhone 13...for 2 weeks now on 18.1.1. I have restarted both devices, checked syncing status, done all the other suggestions, etc. Photos sync status on my iPhone is stuck on "syncing 1 item to iCloud" for days now...how can I force sync without deleting all my iPhone photos and starting from scratch?
