Issues with Apple Preview App

Preview Version 11.0 (1033.4.1) is on macOS Monterey12.7.6 which is the last version to run on my 2015 Macbook.

In the past whenever I clicked a image or pdf they opened immediately in Apple Preview.

Now clicking on any pdf tries to open PDF Reader Pro, while successful this takes ages to load this application. I've never set any of the pdfs, old and new to PDF Reader Pro.

Clicking on Images still open quickly by Apple Preview

I tried clicking Control+i -on pdfs and then setting the ‘Open With dropdown’ to Apple Preview, but dragging pdfs to the Preview icon in the dock I got a warning.

Usually, when this is shown there is an option to accept and open but clicking OK just closes the pop-up without a pdf

Is there a way to specify all pdfs to open with Apple Preview without this issue like they used to previously?
