the seller wrote to write in support, and then began to ignore it
I waited 30 days for an iPhone in Ukraine
I only have a photo of the phone and an invoice for buying an iPhone on eBay

Unless the seller (likely a crook) won't refund you, then you can't do much of anything.
An eBay receipt only proves you bought the iPhone from an unknown third party seller. It is not enough proof of true ownership to have Apple unlock the phone. If they did this for anyone without a true Apple sales receipt, they'd be accomplices to theft.
You can report it to eBay as a fraudulent sale. They may ask you to return the item to them, and they may refund you. All you can do is ask.

Your only chance for a resolution is through eBay. There is nothing Apple can do about it. In the future, only purchase devices from Apple or Authorized Apple Seller. You can also purchase refurbished phones on the apple.com website. For any third party transaction review the information here:

I do not think this will help, but you could complain to eBay and ask for a refund. Otherwise, there is not really anything else that you can do at this point.
Apple cannot unlock the phone.
Do not buy a used phone unless you personally know the seller and they agree to refund your money if you are not satisfied.
