I have the ultra, i have the Brightness and display - wake duration set to 70 seconds.
I tap the watch face and the seconds display drops off in 15 seconds.
I am responsible for the start time for yacht racing and need split second displays.

Did you tap on the display to wake it up?
In Settings/Display&Brightness/Wake/Wake Duration/On Tap, it is mentioned that you will have to tap your display to stay on for the selected time.
I just tried that non my Ultra 2, Wake On Wrist Raise shuts the display off again after a few seconds, no matter which duration you have set in Wake on Tap.
If you set your wake time to 70 seconds and use the Smart Stack you can see the second hand for 70 seconds on the widget in the smart stack.
I have tried it and it stayed visible for the 70 seconds. While smaller than what you may want but it may be a workable solution for you.
Did you already check the AppStore for apps that show the time on your watch?
Thanks, I have the display set to 70 seconds; as soon as I move my wrist, the display stops showing seconds. In a yacht and about to start a race, it's impossible to stand stationary. Which makes the Ultra redundant for my use, any offeres for an ultra2!
I have smart stack switched on, and now it doesn't even last 10 seconds before the second hand disappears.
Doesn't anyone at Apple have to start an event with second precision on the Apple Watch? It's so frustrating to spend so much money on a watch that doesn't perform a basic function that even the cheapest watches can do: tell you the time!
