The Siri Remote uses IR to send volume control signals to the TV (or other audio system) directly.

  • Verify that the Apple TV volume control is set to use IR to the TV (or soundbar, or receiver). Apple TV: Settings﹥Remotes and Devices﹥Volume Control﹥…
  • Verify that there is an unobstructed line-of-sight between the remote and the IR receptor on the TV (or other audio system as applicable).

Else try restarting just the remote: If the volume buttons on your Apple TV remote aren't working - Apple Support
