I purchased a new phone and my camera roll have synced so anything done one end is done on other. Is there a way to stop this from happening? I still want the camera roll connected to my Icloud account but I would like to deleter pictures off one phone and still have them on the other, same for taking new pictures. The old
phone is an iphone 11 and the new one is a 15

As IdrisSeabright said, iCloud Photos keeps everything connected to it exactly the same. So if both phones are connected to iCloud, they will have the same pictures on them.
If you want the old iPhone to not share pictures with the new one, then you can turn off the old phone's connection to iCloud at Settings>Photos, or on iOS Settings>Apps>Photos.
Then no pictures will go from the old phone to iCloud to the new phone. Or from iCloud to the old phone. But pictures will still go from the new phone to iCloud.

Why not transfer those to your computer?

If you have a Mac and are using Image Capture, you can keep the photos in their own folder, outside of the Photos library. They will not longer sync to Photos or iCloud.

Yes, but the moment you turn syncing back on on the iPhone 11, they will all sync right back.
I have no other apple devices but the phones and storage became an issue on the old phone because of the amount of photos.
