Apple Pay declined on iPhone
Do I go to the bank or call Apple when my payment is declined?

Apple Pay can’t be declined unless the merchant doesn’t offer the service. Payment methods (credit cards and debit cards) are declined.
When a payment method is declined, it’s your bank that declined the transaction. Apple is not a bank and cannot approve or decline transactions.
Please contact the bank that issued the payment method you used. If they don’t see the decline, it’s a merchant issue.
