IF you go to settings - bluetooth - OFF then it stays OFF until you turn it back ON.

Don't do it from the control center.

Tap Settings > Bluetooth and move the slider to Off.

Do not turn off Bluetooth any other way......it won't stay off. In a bit, you will find that Bluetooth has been turned on again.
