Issue where stuck on welcome screen after data transfer

I work at a phone carrier, and we’ve noticed an issue during data transfers. If the process requires a software update, the phone gets stuck on the welcome screen where you need to swipe up, but it won’t let us proceed past that point.

I’ve tried basic troubleshooting, but nothing seems to work to get past the screen.

Is anyone else experiencing this, or does anyone have a solution?

It’s only been happening for iPhone 16’s but a 14 came in today.

Press and quickly release VOLUME UP

then

Press and quickly release VOLUME DOWN

then

Hold the SIDE button until an Apple logo appears (15-30 seconds), ignoring "slide to power off" if it appears

The operative word here is QUICKLY; and try it a couple of times, the timing is a little tricky. If done correctly this will always work unless the phone has a hardware problem.

After you do that, set up the phone from the Hello screen, but don’t try to transfer anything; just skip everything that you can until the Home screen appears. Then tap Settings/General/Software update and follow the instructions. When that finishes you need to start the setup over again.

Go to Settings/General/Reset/Transfer or Reset Phone/Erase All Content & Settings. This will put you back on the Hello screen and you can start the transfer from scratch→Transfer data from your previous iOS or iPadOS device to your new iPhone or iPad - Apple Support
