Siri refusing some commands while driving

When driving and to some requests, Siri will refuse request saying something like ‘not while driving’. This may be where it would typically respond with something shown on phone as opposed to a verbal response. In which case it may be a safety thing. In this case is Siri actually making decisions ‘on my behalf’!! In which case, I’m not sure that I am comfortable with a computer program/algorithm making decisions about my wellbeing and behaviour. Or is it possible to turn this feature off? And let me make my own decisions.

Driving focus is off, CarPlay not present - on 6 year old Škoda it is smartlink which provides apple apps on car display and requires a usb connection. So using neither driver focus or smart link I still get Siri refusing to show anything on phone. In fact I have now determined that it will only oblige if Bluetooth is disconnected. With BT connected, whether car is running but stationary or ignition off, Siri will refuse display request. So at this point it is looking very much like Siri is refusing based only on being connected to car via BT. Nothing to do with car running, GPS active etc.
