Deleted photo and Icloud

It is not clear what you are saying.

If you deleted your photos, they would have gone into the Recently Deleted album. You would have 30 days to go there and recover them – unless you had deleted them out of there, too. Once you let 30 days pass, or go in and delete photos from the Recently Deleted album itself, they become permanently deleted. If you have permanently deleted photos, then unless you had copies "outside the system", you do not get the photos back.

If you were using iCloud Photos, and disconnected your phone from iCloud Photos without doing anything to delete the photos in iCloud, you could reconnect the phone to iCloud Photos. You could also log into https://www.icloud.com/ from just about any modern Web browser (on a Mac, Windows PC, Linux PC, or even a ChromeBook) and access your photos from there.
